I have two serious questions. First, given that new threads are being started for each one of these and the responses are generally 90% humor (which I wager is not the intent here), would it not make more sense to put this on the History Bowl/Bee website itself? (I haven't been able to find it there.) Second, what exactly are we expected to do with the questions - do you want us to converse in this thread about what the possible answer might be, or are we supposed to look at the question and answer it for ourselves only, or something else? If the first option, it might be worthwhile making these harder (since most people know "Bear Flag Republic" or "Copernicus" of giveaway clues); if the second, it again might make more sense to put them on the website instead.

We're supposed to put them all together and decode the code to find Dave Madden's secret stack of cash buried under the big "W"

As a question: what's the goal of copying & pasting questions from the sample packet available on the NHBB site here?

I think the last thing qb should devote its resources towards is "write full-length questions on overly hard things to post in a thread on hsqb, and for that use only."

I agree, and given that apparently these are all on the sample packet posted online, it makes little sense to keep posting these.
