The other idea that assumes a minimum of 32 rooms per building would be to have 6 pools of 32 teams and run a card system in each pool with the top X in each pool making the playoffs. That way, everyone would play all their prelim games in the same building.

There aren't really enough active teams in DC itself for a viable championship tournament, so by decree of NAQT there's a combined DC and MD championship.

For 18 teams, you could do 3 brackets of 6, then rebracket into brackets of 4 for the top 8(top 3 prelim finishers plus a wildcard determined by ppg, then next 3 with wildcard...and so on). For consolations, see how many teams stay and work from that.
