All I know is the UTC tournament is listed on the NAQT site without any indication whether or not it is "official" and thus q's should remain blind, or "unofficial." Charlie's post in the high school thread looks like one for a real tournament played like any other UTC tournament...

Also, I was disappointed that we signed up to play 9 games and were forced to play only 7. There were 7 pools, and I'm pretty sure every pool had 5 teams. I don't understand why one pool wasn't dissolved and one team added to 5 of the other pools, which would have cut down significantly on the down...

Evidently in the letter to our general books manager, he also references that he has a detective story and a children's poem. Course, how you could tell the difference in a poem for adults and one for children by this guy given his level of literacy is completely beyond me.

I think the idea was to prevent half the packet's answers from being people's names. This encouraged diversity in topics/answers. If you notice, he's not saying questions about people are bad in most contexts, just limiting the number overall per packet.
