I don't see why not, you'd combine a PHP front end that passes arguments to a Perl program that would then slice and dice based on the numeric code at the bottom. I'm more sure of the Perl than the PHP, I don't deal much with front-end stuff.

I really have no objections to the old Harvest Bowl article. I even put in a mention of Harvest Bowl in my own article.

I do think that articles about people who were annoying 5-6 years ago but have since outgrown said being annoying should focus more on later accomplishments.
