During my time at UCSD (2003-2006), the Quiz Bowl club and the annual intramural Quiz Bowl event were completely separate entities, and the intramurals were around long before any sort of club was. If you're going to use a clever theme in a packet, why not save it for the bonuses instead of the tossups? The balance issues still remain, but there won't be any problems where people fraud tossups off of figuring out the theme.
