During my time at UCSD (2003-2006), the Quiz Bowl club and the annual intramural Quiz Bowl event were completely separate entities, and the intramurals were around long before any sort of club was. Assuming it's the same people, you may want to try working with them instead of saying they have to go...

If you're going to use a clever theme in a packet, why not save it for the bonuses instead of the tossups? The balance issues still remain, but there won't be any problems where people fraud tossups off of figuring out the theme.

The thing is, I don't think that the people reading this message (and voting in this poll) are those to whom CBI is aimed.
