You might want to check out sporcle and funtrivia, which probably have quizzes closer in line to the quizbowl you'll be doing than the packets you'll find online. Even novice tournaments are probably aiming at more academic topics than I would expect your competition will. I endorse this suggestion...

When no one was looking, Matt Bollinger took twenty-four powers. He took 24 powers. That's as many per game as Brendan Byrne, and more than anyone else on this set so far. And that's really impressive.

Attempting to use information to set brackets [...] is a valid reason and I would appeal to teams on that basis. People playing quizbowl have the right to call themselves whatever they want, and they shouldn't be prevented from doing so.
