HSAPQ is launching a regional and state championship program this year, in light of the success we have had working with VHSL on the competition in Virginia. The idea is that we supply pre-packaged regional and state championship tournament sets which can be a good hook to get teams new to quizbowl or to good quizbowl involved, as well as a pre-set way for hosts to fundraise without needing to do a lot of team recruitment on your own.

The main way this differs from other non-athletic-association state championships is that it retains both a regional qualifying structure and a division into classes based on school size, while still using top-notch questions. The regional questions are among the lower-difficulty things that we do. We think that fact, combined with the appeal of a local championship tournament at reduced cost, will pay off in getting teams involved.

I have already contacted representatives in several states and one Canadian province about setting this up in their area. If any other locations are interested, please feel free to get in touch.

The format used for the packets is is 8 tossups with bonuses, 8 directed parts for each team (including some mathcalc), 8 tossups with bonuses. There are no bouncebacks on directed parts or bonuses. Powers are used in tossups. The regional and state sets each have 13 packets.

The regional set is made from the VHSL regular season and district questions, so it is somewhat easier than our regular questions. The state set is made from the VHS regional and state questions, so it is somewhat harder than our regular questions.

All schools (public/private/parochial/homeschool collectives) are eligible to enter one team in their region. The state tournament should take the top 3 teams from each class and region. Each region should run two parallel tournaments based on the classes, which will be cut off at a number determined on a state-by-state basis, designed to make the divisions of about equal field size. There will also be a 1.5 multiplier for selective magnet schools and private schools to determine division. The state tournament should run the two tournaments as well as a "champion of champions" match between the winners.

Both the number and the boundaries of the regions will be determined state-by-state, with most states having 3 (some exceptionally large states 4, and smaller states 2). The key point is that the regions will be intended to be equal in both number and strength of teams, so there may be phenomena such as the division of a single county among two regions in order to achieve this.

The fee for each team is set at $50 with a $5 buzzer discount (max TBD by hosts), $20 of which is remitted to HSAPQ. In addition to licensing the questions, we will also assist with marketing the tournament including paying for a mailing, which is why the fee is higher than normal.

The regionals should be held between January 1 and the end of February and can be either on Saturday or on an after-school date. The state tournament should be anytime in March or April, on a Saturday.

Will HSAPQ adopt NAQT's policy of treating DC as a part of Maryland for the purposes of this event?

No. DC will have the option of running a "state" championship tournament without a regional qualifier, however.

This would be wonderful for the state of Delaware. Unfortunately i have no idea who the correct person is to contact to truly make it happen.

In consultation with the hosts who already signed up, we have decided to postpone the launch of this program to the 2012-2013 season in order to allow for more lead time on marketing it. I will repost the announcement later, but anyone who wishes to be a host for next year can contact me at any time.
