Maybe Tim Young can clarify, but one of his old posts to alt.college.college-bowl contains a reference to the following tossup he submitted to an October 1996 tournament at Cornell that packet-swapped with the Michigan State Buzz-A-Rama and some other tournaments:

"Meow meow for a quick ten points meow the moderator is meow imitating meow, what fictional character meow found in meow the Land of Make Believe meow in Mr. Roger's Neighborhood?"

The rest of that thread (see the bottom) contains an account of what can only be described as a bad neg.

I believe that qualifies as a solid quizbowl meme, even if it died out with alt.college.college-bowl.
