Just an observation, but shouldn't this be the other way around?
Presumably he means something like "I thought HFT was a 9 on the difficulty scale when it was really a 7 and thought A-sets were a 2 when they were really a 3" as opposed to "Top Teams can only be distinguished by A-sets since A-sets are the only things hard enough."
