We will be hosting our first rebracketed tournament in a few weeks. When determining which teams get into which bracket for POs, in what order do you prioritize these,
1. W-L record
2. heads-up game
3. PPB
4. PPG
Would you use the same metrics for determining final placement in the tournament?

Win-loss record always comes first.
Within the same bracket, use points per game next.
Across brackets, use points per bonus next. (This solution accounts for whatever unevenness might exist in bracket strengths.)
Head-to-head is essentially never a good idea (because you would be double-counting a game that's already in the win-loss record).
